Mindanao power investors wooed (from Manila Standard Today)

The Energy Department is wooing investors to fill in the gap of around 2,500 megawatts needed by the Mindanao grid up to 2030, a ranking official said Wednesday.

Mindanao is now suffering from power outages lasting up to eight hours in selected areas. Mindanao is short of 357 MW as of Wednesday. Its generating capacitystood at 863 MWagainst a peak load of 1,220 MW.

Mindanao’s power generation mix is heavily dependent on hydropower at 42 percent. The El Niño weather phenomenon has limited the capabilities of the hydro plants due to the low water levels at reservoirs.

The government reported an 80 percent and 60 percent reduction in the available capacities of the Agus and Pulangi power plants, respectively. The Agus plants are running at 137 MW out of the total rated capacity of 694 MW while Pulangi is operating at 115 MW out of the total rated capacity of 255 MW.

Norman Vincent Martirez, Energy senior technical specialist of the power group, said committed projects for 2008 to 2030 is just 100 MW, which includes the 8-MW Cabulig hydro project of Cagayan Electric Power and Light Co. set to be completed June 2011, the 42.5-MW Sibulan hydro of Hedcor Inc. unit 1 (26 MW), which is scheduled to be completed this month and unit 2 (16.5 MW) in April and the 50 MW Mt. Apo 3 geothermal of Energy Development Corp. set for commissioning in 2014.

Committed projects are those that have complied with the necessary permits and are in the process of financial closing.

Martirez said total indicative projects for Mindanao is around 581 MW up to 2030. These projects includes\ the 5-MW wind project of Energy Development in Camiguin Island, Minergy’s 20-MW bunker fired power plant, Green Power Davao and Green Power Cagayan de Oro’s 35-MW biomass plant (17.5 MW each), 68-MW Tagoloan hydropower plant, 225-MW Agus 3 hyro project, Conal Holdings’ 200-MW coal plant and Hedcor’s 27.5-MW Tamugan hydro plant.

Indicative power projects are those which are at different stages of development prior to financial closing.

Martinez said Mindanao needed an additional capacity of 2,500 MW up to 2030 on top of the committed capacity.

“While the prospective investors expressed their interest to put up new plants, the energy family is facilitating the entry of these much-needed investments,” the official said.

Fellow Trustees, Members & Friends,

There may be no large power plants that can fill outright the power deficiency in Mindanao, but there are MITIGATING SOLUTIONS to the power crisis.  Among them:

1.  CONSERVE ELECTRICITY.  One person neglecting a 40 watt fluorescent lamp being lighted unnecessarily for an hour means wasted energy of 400 MW generated by power plants if 10 million people in Mindanao do the same. If possible avoid using the following electric stoves and irons, microwaves, oven toasters and other electrical equipment.  The power you save may help save the life of a patient in an operating room needing electricity.  In as much as 17% of Mindanao energy mix comes from oil-based plants, power save means lesser carbon dioxide emission and, therefore, lesser contribution to global warming. It takes million of years to form a drop of oil but only seconds to burn it.

2.  SOLAR POWER.  The undersigned in behalf of GREENERGY conducted research and evaluation of SOLAR manufacturers in the world who could provide the cheapest possible SOLAR Photo Voltaic (PV) equipment including the latest technology using THIN FILMS.  This TF technology is found to be much cheaper than the typical SOLAR PANEL using crystalline Silicone materials. Large scale SOLAR PV plants and SOLAR Home System are being explored by yours truly.  It's the endless source of CLEAN and RENEWABLE power.

3.  SUPPORT HYDRO POWER.  This is long-term solution from cheap, clean, sustainable supply.  Pre-development of the biggest 300 MW Pulangi 5 Hydro Project is in high gear. Eighty percent (80%) of the affected Communities (22 Barangays) have already supported the development of said project after 7 months of Information and Education Program.  Discussions are on-going with Multi-Nationals, Investors and Financiers for this project. Completion: 2016. The 132 MW Bulanog-Batang Hydro Project has completed its ECC, Water Permit, CC and other government requirements.  Negotiation with multi-national Contractors covering Engineering, Procurement and Construction (EPC) is on-going.  Our TOR mandates EPC Contractor to bring in Financing. Completion: 2014

No lasting power supply solution in sight for Mindanao's residents - Business World Article

DAVAO CITY -- Mindanao's power deficit seems to be getting worse by the day,
and with no new generation project in sight, the situation is expected to
deteriorate further next year at the very least.

Central business districts in the cities of Davao and Cagayan de Oro, which
were hardly affected by rotating brownouts in recent weeks, were powerless
for less than an hour late Wednesday morning.

While the Web site of the National Grid Corp. of the Philippines (NGCP) --
the private operator of the country's transmission network -- showed that
Mindanao had a 357-megawatt shortage yesterday, a check with the regional
branch here of the NGCP showed that the entire grid's deficiency had neared
500 MW by mid-afternoon.

The situation may not be short-lived, as NGCP estimates that Mindanao will
need an additional 484 MW in four years, assuming a 5.76% annual average
growth rate in demand.

But aside from the 200-MW coal-fired plant in Maasim, Sarangani by the Conal
Holdings Corp., which now has to contend with protest actions from religious
and environmentalist groups; the 42-MW project of Hedcor Corp. in Sta. Cruz,
Davao del Sur; and the 8 MW hydro-power plant of the Cagayan Electric Power
and Light Co., there are no new investments in the power sector.

And since it takes about three years to build a power plant, the current
situation is expected to get worse. Already, the NGCP expects Mindanao's
power deficit to average 308 MW by next year.

Among the reasons given by NGCP for the currently grim situation are low
output from hydroelectric facilities, with the Agus's six plants in Lanao
provinces running at only 120 MW out of the total 727-MW capacity, and
Pulangi plant in Bukidnon running at 100 MW of its 255-MW rated capacity.

Ironically, rains have fallen in southern Mindanao in recent days, including
more than an hour of heavy downpour in Davao City on Tuesday night.

Nevertheless, the Davao Light and Power Co. said it has implemented rotating
hour-long power interruptions in its entire franchise.

Rossano C. Luga, Davao Light corporate communications officer, said the
brownout schedule has to be implemented in the city since the NGCP has
imposed a 93-megawatt curtailment for the Davao Region as of Wednesday
morning.

Mr. Luga called on consumers to save on electricity in order to help the
company rationalize power supply.

The 30-minute brownout before noon in Davao City is the first since the
start of the year. The city had been largely spared from the rotating
brownouts experienced in most parts of Mindanao since two weeks ago, due to
Davao Light's 58-megawatt Bajada backup plant.

Cagayan de Oro's situation is worse, with power utility officials forced to
schedule four-hour daily rotating brownouts starting yesterday.

"Even with [backup power generating plants] and the voluntary load shedding
of the big industries in the city, we could not accommodate the high load
curtailment," said Marilyn A. Chavez, senior manager and customer relations
head of the Cagayan Electric Power and Light Co.

In Zamboanga City, NGCP corporate communications officer Ma. Rosette
Martinez said the power condition in the region, and in Mindanao as a whole,
can be immediately alleviated only with sustained heavy rainfall in the
coming days.

Edgardo S. Calabio, regional corporate executive of Davao Light's Revenue
and Regulatory Affairs, in a dialogue earlier this week that was organized
by the Trade department cited immediate "doable measures" like fast-tracking
Agus 5 repairs, resuming operations of the 100-MW Iligan Diesel Power Plant
that shut down last month due to a row with the local government, and for
companies to invest in embedded generators.

In the longer term, however, only additional plants will narrow the gap
between supply and growing demand on the entire island.

The problem, Mr. Calabio said, is that attracting investments in the sector
might not be easy since power rates here are cheaper than those in the
Visayas and Luzon.

In Davao City, for example, the local power utility collects P6.58 per
kilowatt hour against P7.22/kWh in Cebu and P9.32/kWh in Metro Manila. "What
we [users] pay does not reflect the true cost of power; we should be paying
more," Mr. Calabio said, explaining that grid rates are based on the value
of the power plants and other assets, which are quite old. "Adjust the
rates, if you would like to entice investors to come in; reflect the true

New EVAT covers literary works and exemptions

Officers of the Bureau of Internal Revenue, Revenue District Office No. 16 informed business operators in the city that the New Expanded Value Added Tax (EVAT) Law or RA 9337 will now levy the sale of literary works, musical compositions and similar artistic creations.  Not spared from the EVAT are the services rendered by artists, doctors of medicine duly registered with the Philippine Regulations Commission (PRC), and lawyers duly registered with the Integrated Bar of the Philippines (IBP).  

In a forum hosted by ORO CHAMBER, Ms. Mariceline Daba, the Revenue Officer II of BIR, Revenue District Office No. 16 informed the 113 participants that even PAGCOR and its licensees and franchisees are covered by EVAT including the following transactions:   

• Toll road operations 
• Sale of electricity by generation, transmission and distribution companies
• Sale by electric cooperatives as well as importation of machine and equipments including spare parts
• Common carriers operation by air and sea relative to their transport of passengers from one place to another in the Philippines

Ms. Maricel Arthur of BIR provided the participating businessmen and accounting professionals with a rundown of VAT-exempt transactions e.g. Sale or importation of agricultural & marine food products in their original state, livestock and poultry for human consumption and breeding stock and genetic materials; Sale or importation of fertilizers, seeds, seedlings & fingerlings; Importation of personal/household effects belonging to Philippine residents returning from abroad and non-residents coming to resettle in the country; Services subject to Percentage taxes; Services of agricultural contract growers and milling for others of palay into rice, corn into grits and sugar cane into raw sugar; medical, dental, hospital and veterinary services except those rendered by professionals; Educational services rendered by private educational institutions, duly accredited by Deped, CHED and the TESDA and those rendered by government educational institutions; Services rendered by individuals pursuant to an employer-employee relationship; Transactions which are exempt under international agreements to which the Philippines is a signatory; Sale by agricultural cooperatives duly registered with the Cooperative Development Authority (CDA) to their members; Gross receipts from lending activities by credit or multi-purpose cooperative duly registered and in good standing with the CDA; Export sales by persons who are not VAT registered and Lease of residential units with monthly rental per unit not exceeding Php 10,000 regardless of the amount of the aggregate rentals received by the lessor during the year.
