ORO CHAMBER to taxpayers: Maximize input tax
In a forum organized by the country’s Hall of Fame Most Outstanding Chamber of Commerce and Industry – the ORO CHAMBER, VAT or Value Added Tax registered businesses were advised to patronize the products and/or services of VAT-registered establishments so as to claim tax credits.
BIR Revenue Officer Ms. Mariceline Daba informed local businessmen that only purchases made from VAT-registered establishments can be included in the input tax which is creditable against the output tax.  The higher the input tax the lesser net tax will be paid by the taxpayer.  
Oro Chamber Vice President for the Trade and Commerce sector, Mr. Antonio D. Uy reminded everyone that not all stores issue VAT receipts as only those with gross sales over Php 1.5M are mandated to register in the VAT system.  Non-VAT businesses cannot enjoy the benefits provided for in the VAT law which include the input tax credits. 
RDC 10 Co-chair Arsenio Sebastian, on the other hand, told the forum participants that although there is no tax credit from non-VAT suppliers yet one thing worth considering is that the prices of goods and services of these companies are a lot cheaper compared to those that are VAT-registered.
“This is not the last,” announced Mr. Uy. The Chamber Officer assured everyone that Oro Chamber will be conducting a series of lecture on tax-related topics to help businesses improve their efficiency and sustainability. These activities are lodged under the Chamber’s Effective Taxation Campaign which is supported by all local chambers of commerce in the region.
   
The Value Added Tax Forum was also supported by the Misamis Oriental Filipino Chinese Chamber of Commerce and Industry (MOFCCCI), Cagayan de Oro Filipino Chinese Chamber of Commerce and Industry, Parasat CableTV, BusinessWeek, Mindanao Current and Sunstar CDO.

I. The Program for Quality Management (PQM)

Objective:
  • To enable participants to promote TQM (total quality management), which aims to enhance customer satisfaction through improvement of the quality of products and services, by mastering the concept, methodology, and promotion methods of TQM.

Key Benefits:
·         Participants will be able to understand the conceptual framework to TQM, basic theory of quality and management, concepts and implementation methods of the major TQM elements, including policy management, daily management, QC circles, quality assurance, quality improvement, the key success factors of companies effectively applying TQM, and gain new insights into the roles and responsibilities of managers in promoting TQM.

Participation Requirements:
1)       Senior managers who are responsible for quality development and management as well as its improvement in their whole organization. Middle managers who are in key positions to promote TQM or expected to play the role above in the future may also be accepted.
2)       Between 25-55 years of age,
3)       University graduates and/or have equivalent professional experience,
4)       Have a sufficient working knowledge of English,
5)       Healthy enough to undergo an intensive training program in Japan,
6)       Be residing in the Philippines and not be students or armed forces personnel.

II. The Practical Improvement Program for Factories (PIPF)

Objective:
·         To uplift managers’ abilities on improvement activities in order to enhance productivity in their factories.

Key Benefits:
·         To be acquainted with effective approaches and techniques to produce higher profits in factories.

Candidates should:
1)       Middle to senior managers, and/or engineers responsible for factory-wide work area management at manufacturing companies, etc., with a basic knowledge of production control. (Those who are not engaged in actual production/factory management are ineligible for participation.)
2)       Be between 25 and 60 years of age,
3)       Be university graduates and/or have equivalent professional experience.
4)       Have a sufficient working knowledge of English.
5)       Be healthy enough to undergo an intensive training program in Japan.
6)       Be residing in the Philippines and not be students or armed forces personnel.

III. The Program for Quality Management Promotion (PQMP)

Objective:
·         To enable participants to deepen their understanding of total quality management (TQM) by observing quality management activities in Japan and learning their historical development, and
·         To assist participants to discover the importance of quality assurance to corporate management and how they should promote quality management in their organization through discussions and report presentations.

Key Benefits:
·         Increasing awareness of the conceptual framework and historical background to TQM,
·         Increasing understanding of the key success factors of TQM activities in Japanese companies,
·         Improving capabilities to solve existing problems by comprehensively using various QC tools,
·         Increasing understanding of practical ways to promote QC circle activities in the participants’ companies,
·         Increasing understanding of TQM activities in the product development, planning and design department and service industry, as well as in production departments,
·         Increasing understanding of the roles and responsibilities of managers in TQM activities, and
·         Improving capabilities to map out practical action plans to promote quality management activities more effectively at the participants’ own companies.

Candidates should:
1)       Middle to senior managers who are responsible for quality improvement and/or quality management of their whole organization, with a basic knowledge of the seven QC tools.
2)       Be between 25 and 60 years of age with 3 years or more of business experience in the field of quality control/management,
3)       Be university graduates and/or have equivalent professional experience.
4)       Have a sufficient working knowledge of English.
5)       Be healthy enough to undergo an intensive training program in Japan.
6)       Be residing in the Philippines and not be students or armed forces personnel.

IV. The Training Course on Solving Human and Organizational Problems (SHOP)

Objective:
·         To enable participants to play major roles in solving human- or organization-related problems in their organizations, through summoning enhanced teamwork and leadership abilities which are highly prized in typical Japanese companies.

Key Benefits:
·         Participants will be able to: activate communication within such a group as their own section of the organization; lead other people while understanding the role of each member to produce the result expected of their own section as a team; understand their roles in attaining their team’s objectives; resolve conflicts among team members; and uplift subordinates’ motivation by changing their own behavior.

Candidates should:
1)       Managers or supervisors of an organization,
2)       Be between 25 and 50 years of age,
3)       Be university graduates and/or have equivalent professional experience.
4)       Have a sufficient working knowledge of English,
5)        Be healthy enough to undergo an intensive training program in Japan.
6)       Be residing in the Philippines and not be students or armed forces personnel.

V. The Executive Program on Corporate Management (EPCM)

Objective:
·         To enhance participants’ capabilities of corporate management, with utilizing managerial functions, pursuing to upgrade corporate management of their companies as executives.

Key Benefits:
·         Participants will be able to gain the insights necessary for corporate executives to change and enhance the corporate quality of their companies using cases and examples of Japanese companies, and enhance their capabilities as executives through discussions on corporate philosophy and strategy.

Candidates should:
1)       Director-level senior executives who have overall responsibility for their organizational management,
2)       Be between 25 and 60 years of age with 3 years or more of business experience,
3)       Be university graduates and/or have equivalent professional experience.

VI. The Production Management Training Course (PMTC)

Objective:
·         To improve the participants’ production management abilities in order to realize efficient production activities.

Key Benefits:
·         Participants will be able to acquaint themselves production management thinking and techniques in order that they can realize efficient production activities; deepen their understanding of the roles of managers; and enable them to make action plans for solving problems related to production management and enhance their communication abilities to implement their action plans.

Candidates should:
1)       Managers, supervisors and/or engineers/staff who are engaged in the production control, productivity enhancement and day-to-day operation of factory management at manufacturing companies, etc. (Those who are not engaged in actual production management, productivity enhancement activities and factory operation are ineligible for participation.)
2)       Be between 25 and 60 years of age with 3 years or more of professional experience,
3)       Be university graduates and/or have equivalent professional experience.
4)       Have a sufficient working knowledge of English,
5)       Be healthy enough to undergo an intensive training program in Japan.
6)       Be residing in the Philippines and not be students or armed forces personnel.

Those who have recently been awarded an AOTS Scholarship and participated in an AOTS training program in Japan are not allowed  to apply for any program which starts within six 6 months after they have returned home from Japan.

ORO CHAMBER Member Gets Grant


Salay Handmade Paper Ind., Inc. (SHAPII) was among the lucky applicants for a training grant from the Association for Overseas Technical Scholarship (AOTS) in Japan.
The AOTS through ORO CHAMBER’s umbrella organization in Manila— the Philippine Chamber of Commerce and Industry (PCCI) conducted a screening last February 4 to ascertain successful grantees for its Logistics Management for Philippines (ENPL) Training Program. 
SHAPII, a long-time member of the ORO CHAMBER, is one of the 25 privileged grantees that will undergo a two-week extensive training in Yokohama, Japan starting March 3. 
The Program is designed for the participants to gain an understanding of the role of logistics experts and acquire practical methods which are applicable in the Philippines.  The Course contents include 1) Logistics and Productivity Improvement (Cost and Service, Inventory Control, 5S, Packaging, etc.), Transportation, Responsible Concern for the Environment & Application of Logistics Management, Information System of Logistics, Key Performance Indicator of Logistics and Case Studies.  Scholars will also have the chance to do site visits to logistics companies in Japan.
Salay Handmade Paper Industries, Incorporated (SHAPII) is an exporter of handmade paper products that is based in the quaint town of Salay, Misamis Oriental, Philippines. Headed by Mrs. Loreta Rafisura, it began in 1987 as a civic organization known as People's Economic Council  (PEC).  The mission of SHAPII is to help provide livelihood to the people in Salay.
